The implementation of the Long-Term Care System was discussed at the “Senior Generation” Forum
The strategic session “Caring for Elders: The Art of Creating a Long-Term Care System” became one of the key thematic focuses of the “Senior Generation” Forum 2023 – with its in-depth theoretical considerations, a thorough excursion into history and an anamnesis of the current state of affairs.
The complexity and importance of discussing the issues stated in the strategic theme was noted at the beginning of the session by Andrey Kagitin, head of the project office for the implementation of the long-term care system (LTCS) of the “Old Age for Joy” Charitable Foundation.
Galina Kolosova, First Deputy Chairman of the Committee on Social Policy of St. Petersburg, emphasizes that from September 1, 2023, the entire country is connected to the social pilot program for the long-term care. The main components of LTCS are the development of the quality of life of elderly people, disabled people of working age and their families. The introduction of LTCS standards will be performed in the spring of 2024. In St. Petersburg, training in the new standard is already being organized on the basis of the Integrated Center for Social Services of the Population (ICSSP) of the Vasileostrovsky District.
An important component of the standards will be monitoring the effectiveness of the implementation of new service systems, feedback, and analysis of medical statistics and medical care data. The target groups of the LTCS, including the SMO participants, are also indicated here.
The regional model has a number of features that are reflected in the basic policy document, which must be approved not only by the participants of the LTCS, but also by all district comprehensive social service centers.
Aleksandr Bovin, head of the department for coordinating the long-term care system of the State Institution “Center for Social Payments and Informatization of the Ministry of Social Protection of the Population of Kuzbass” shared his experience of productive work on the implementation of LTCS: “Kuzbass, like all other regions, is moving towards the comprehensive implementation of LTCS systems. This model of interaction between social services and healthcare is carried out on the basis of a regional center, the interaction system has been worked out”.
According to him, there is an active implementation of hospital replacement and home care. However, there are issues in this part – a shortage of personnel and the flow of personnel to the private sector.
Lyubov Nazarova, director of the St. Petersburg State Budgetary Institution of Social Services “Complex Center of the Vasileostrovsky District”, reasonably confirmed the correctness of the formation of the implementation of the LTCS system in the organization entrusted to her. The director of the Center spoke in detail on working with personnel, the principles of organizing interaction with nursing assistants, the principles of hiring, them and information support of the work in the media.
“The form of feedback from the population on the issues of the upcoming implementation of LTCS is already working, it is critical to properly integrate it into the new realities,” Marina Engelke, head of the department of emergency psychological assistance to elderly citizens of the St. Petersburg State Budgetary Institution of Social Services for the Population “Complex Center of the Vasileostrovsky District,” is convinced.
In her report, Elena Filatova, Deputy Director for Social Work of the St. Petersburg State Budgetary Institution “Complex Center for Social Services for the Population of the Moskovsky District”, focused on the development of a special equipment rental service and a nursing school.
A unique method of working with post-stroke patients was proposed by Olga Ostroukhova, head of the social rehabilitation department of the St. Petersburg State Budgetary Institution of Social Services for the Population “Complex Center for Social Services for the Population of the Petrogradsky District”.
The strategic session was finalized by Anzhelika Bashkireva, First Deputy General Director of the Scientific and Innovation Center “Professional Longevity”. The “Rehabilitation Routing Scale as the basis for interdepartmental support of geriatric patients” proposed by Anzhelika Sergeevna should become an effective stage in the development of LTCS both in St. Petersburg and in Russia as a whole.
