On September 28, the international congress "Social Adaptation, Support and Health of the Older Generation in Modern Society" opened in the ExpoForum Convention and Exhibition Centre as part of the XV International Forum "The Older Generation". The participants of the plenary session discussed the current problems of working with people of the "silver age" at the federal and regional levels: from the organization of medical care to the provision of social services.

The congress was organized by the Ministry of Labor and Social Protection of the Russian Federation, the St. Petersburg Institute of Bioregulation and Gerontology and EF-International Ltd. According to Maxim Kabanov, the chief freelance specialist of the Geriatric Committee for Healthcare of St. Petersburg, Head of the St. Petersburg State Medical Institution "Hospital for War Veterans", MD, Professor, the congress has not been held for the last two years, and today its task is to unite the efforts of specialists in order to support active longevity and well-being of citizens.

First Deputy Minister of Labor and Social Protection of the Russian Federation Olga Batalina welcomed the participants in a video link format. According to her, more than 35 million representatives of the older generation live in Russia and the quality of life of these people remains a priority of state policy.

"The task of the state is to make sure that the third age becomes a period of active longevity. There is a federal Older Generation project of the national Demography project in Russia, active longevity programs have been adopted in each region. Thus, in 2021, more than a million senior citizens received new knowledge at Universities of the third age. Almost 307 thousand people have found a job to their liking. 5.6 million older citizens took part in sports events", noted Olga Batalina. She recalled that social tourism programs are actively developing in Russia, 3,500 special routes for older people operate in 64 regions. In 2021, over 1.5 million senior citizens attended cultural events, and almost every fifth elderly person received additional assistance and support.

Vice-Governor of St. Petersburg, MD, Professor Oleg Ergashev presented a report on the federal and regional aspects of improving the quality of life of older citizens. He recalled that in 2016, the Strategy of Actions in the Interests of Older Citizens in the Russian Federation until 2025 was adopted. The first stage of the Strategy was implemented in St. Petersburg in 2017-2020, and in 2021 the city approved a plan for the implementation of the second stage of the Strategy. According to Decree of the President of the Russian Federation No. 474 "On the national development goals of the Russian Federation for the period up to 2030", targets have been set, including increasing the life expectancy of Russians to 78 years. In St. Petersburg, such a standard has been raised: 79 years and 11 months, the vice-governor stressed.

"As of January 1, 2022, 1 million 231 thousand people over the age of 60 lived in St. Petersburg, which is more than 22% of the total population. 347 people over 100 years old live in our city, and the number of residents from 60 to 70 years old is 646 thousand. Governor Alexander Beglov pays special attention to the development of urban infrastructure for the elderly – this is a nursing service, alarm buttons, rental points of rehabilitation equipment, nursing schools, day centres, temporary accommodation units," noted he.

Among them are the development of the work of the Geriatric Service of St. Petersburg, operating since 1994, improving the quality and accessibility of medical care and social services for older people of working age, the development of a system of long–term care for older people and the disabled, comprehensive social services, etc.

"St. Petersburg is an exemplary and the most social city that uses all available technologies: geriatric services, a register of social service providers, provision of services to citizens at home, in hospital and semi-stationary. We use resources to digitalize the healthcare system: this is the integration of systems, the provision of public services, the introduction of information systems, interdepartmental electronic interaction," stressed the expert. He noted that in 2021, about 97,000 people visited geriatricians in St. Petersburg.

Elena Fidrikova, Chairman of the Committee on Social Policy of St. Petersburg, made a report "Challenges of the time: practices and new solutions in working with elderly citizens". She recalled that a pilot project to create a system of long-term care for the elderly and disabled is already operating in 34 regions of the Russian Federation, while in our city the system of care for the elderly at home began to be implemented back in 2009.

According to E. Fridrikova, 74 organizations are currently involved in the system of providing social services for older citizens and the disabled, and a list of 50 social services has been approved in Russia.

"An important element is the development of urban social infrastructure: social service centres, social precinct services. New forms of social service are being introduced in our city, the resources of the city allow us to implement all formats: a nursing service, the development of stationary and semi-stationary services, nursing schools, rental points of rehabilitation equipment. The main role is assigned to the institutions of the district level: these are 18 centres of social services for the population. At the same time, the problem remains the low availability of services for citizens with a complete loss of the ability to service and move. Out of 1 million 231 thousand people, this is almost 20 thousand people," said Elena Fridrikova.

According to her, one of the important tasks is to ensure the possibility of a short–term release of the family from caring for an elderly person. Thus, in the Social Respite project, more than 1,500 people receive such services annually on the basis of temporary residence offices.

Successful practices of the Leningrad Region in the field of social support for elderly citizens were presented by Anastasia Tolmacheva, Chairman of the Committee for Social Protection of the Population of the Leningrad Region. She stressed that today atypical solutions for different life situations are in great demand, new social technologies and innovations are important.

Since 2017, the Caring Neighbor technology has been developing in the 47th region, which has managed to receive support at the federal level from the Agency for Social Initiatives. The services of neighbors, for example, help with gardening, pet care, cleaning of premises, can be used by single citizens. Today, the technology is being implemented in all districts of the Leningrad region, and neighbors receive payment for their services.

The region has a Panic button technology that provides citizens with round-the-clock and free access to medical, legal and other types of assistance. There are Universities of the third age offering educational and training courses, creative workshops, and course training. According to A. Tolmacheva, such projects as "Home without obstacles", "Sanatorium at home", "Health resort 47", as well as rental points of rehabilitation equipment are in demand: they are organized in all districts of the region.
