The memorial is being created next to the Petersburg Highway, not far from the EXPOFORUM Convention and Exhibition Center, on behalf of Vladimir Putin, President of Russia. The total area of the complex will be 17 ha.

It will be visible from the federal highways, the EXPOFORUM venue, where the most significant international events take place. The Pulkovo Border was the starting point for the strike group of the 42nd Army of the Leningrad Front in the January 1944 offensive.
