Utility Services Debt Amount Increased by 8.7% and Made 833.5 Billion Rubles
Within the period from July 2022 to July 2023, the utility services debt amount increased by 8.7% and made 833.5 billion rubles. This was reported by Anton Lomakin, Head of the «Housing and Communal Payments» product of Tinkoff Bank at the session «Smart Housing and Communal Services: Cases of Implementing Digital Solutions for Automated Operation of Housing and Communal Services» within the International Exhibition «Housing and Communal Services of Russia – 2024».
As of the beginning of Q4 2023, there were 7.9 mln debtors in Russia, and the average collectability of payments for the country was 94–96%. The indebtedness was mainly caused by customer forgetfulness, Anton Lomakin specified. They account for 47% of respondents. The next possible answers in terms of popularity are unstable earnings (25%) and inconvenience about monthly payment for utility services (13%).
Payment collectability was facilitated by integration of notices and bills into a mobile application «Tinkoff», which became possible due to the agreement made between the bank, management companies and resource providers, explained Anton Lomakin. This enabled to increase frequency of payments from 24% to 45%, he underlined.
«Payment of utility services is a routine activity that one wants to automate by convenient and user-friendly notices. The support service will remind of that during a convenient period by customer conduct, or a user may set such mailout for himself/herself», Anton Lomakin noted.
